3-color conditional formatting without gradient

Is there a way to use the 3-color conditional formatting without a gradient and just have 3 colors.

I'd like to show just 3 colors, Red, Yellow and Green based on certain criteria. I can create 3 rules (one for each color) but would like to know if it's possible to do it without having to do 3 separate rules.

If you define two CF rules
eg:
Rule 1, A1>10 Color Orange
Rule 2, A1>100 Color Red

then any A1 value less than or equal to 10 will not get a CF Color
So you can set the Background color to say Green
