SUMIF, IF formula to tell if wrong allocation in the column/row(cell)

I have a case where user allocate someone correct break hrs per department/sub department they work.

I have source data, which is used for allocation. I need a formula which tells if allocation is at wrong cell.

Please look at case 2 example in attach and advise
