Change Table format

Hello Guys...

I am stuck up with one of the table formatting (Sample file attached).

Also, please note that the Error Category and country (DE, UK, AT etc.) are not constant they can be more or less number of countries or error category.
For example in the attached sample file there are 10 error categories and 7 countries sometimes there may be more or less.

Please help to automate this...
