Columns to Text conversion

I have text in 2 Columns (A and B) which I want to concatenate and align into Single Column (H) using a function.

My idea is :
Find the length of A.
Let's say I want to start text in B from position 20.

I need to find the difference 20 - len(A) and then I need to concatenate those spaces before B.
As of now, I used " " to insert 3 spaces. Is there any function or other ideas to get it done ?

Use the Rept() function

eg: =Rept(" ",10)
will make a string of 10 spaces
