Dividing the number by percentage and criteria

Dear friend.

the data in the column a-l is month wise targets of the region it has to divided to the concerned parties based on the percentages for idea i have given 2 parties as example
is there any short cut for this problem because i have 87 parties ,
Please help me in this matter
