Excel formula help.

Ill explain the necessary information fully, for the EPC if it is in category A,B,C or D it qualifies for a higher rate anything below is a lower rate.
Any solar PV fitted before 03/03/2012 or one fitted on a high EPC band at any date qualifies for the higher FIT rate. any solar PV system fitted on a low EPC home or fitted on or after 03/03/2012 qualifies for the lower FIT rate. Systems that have not been certified will not be eligible. Systems installed before 01/04/2010 are not eligible . The actual FIt rate must be calculated and the formula must go in cell E23-25 which must change to red if not eligible and if it does qualify it must turn green and display the correct FIT rates that are on sheet 2. i know that the formula will most probably contain IF statements and nested IF's along with a Vlookup.

Where do you need the output ?

If you describe your requirement step by step and clear about expected output, it will ease users to understand.
And design your workbook as simple as everyone can understand.

Also your sample file is throwing errors while opening:
Excel found unreadable content in FIT.xlsx......
