Grouping/collapsing rows

In the attached file, I want to group/collapse all rows in yellow, which I have been able to do, except for one thing.

After I collapse all the rows, the + sign appears on row 12 in red, which is one row below the last row with data (which is on row 11).

When I collapse all rows, I would like the + sign to appear next to row 7, since all rows labeled Level 2, rollup to the row call Level 1.

Is there a I can get the + sign to appear on row 7 after I collapse all rows? In other words, to determine which row the + sign goes on, Excel looks at the last row of data to collapse, then takes the row below that. Instead, I want Excel to do the opposite, i.e. look at the first row of data included in the collapse, then take the row above that (which would be row 7).

Is there a way to do this? If not, can VBA do this?
