Locating the cell your formula finds

Is there a way to find out the row number of the cell that the information the formula finds?

I am using a Max formula and I need to know the row number that the answer was found in.

I have included my example I am looking to ultimately have in the Level of Counseling column populate the corresponding level in column B from Sheet1 populate here.

Something like this.
=INDEX(Sheet1!$B$6:$B$41,MATCH(Coordinator!F3,OFFSET(Sheet1!$C$6:$C$41,,MATCH(Coordinator!C3,Sheet1!$C$1:$F$1,0)-1),0))
