If you don't want to use helper column, try this array formula for column C:

=INDEX($C$5:$C$8,SMALL(MATCH($D$14:$D$29,$D$4:$G$4,0),ROW(A1)))
with Ctrl+Shift+Enter

Have you pressed just enter in C14 ?
Above formula is array, which must be entered with Ctrl+Shift+Enter
