round down but not up based on decimal value

Hi all,
Essentially I need a formula to use in Powerpivot and I am struggling a bit.

Basically if a number if over a certain decimal, say .5 then leave the number as is, however if its lower than .5 then rounddown.

For instance

C12 = 18.5 then this is 18.5
C12 = 18.4 then this would be 18

Seems so simple but the decimal aspect is catching me out at the moment.

Had ponder that but sadly not. It would reduce 18.9 to 18.5 whereas I need anything above the .5 to stay as is..

Sadly did not port over to Powerpivot successfully.
